Smoking Hookah Should be Allowed on Hookah Bars

Existing hookah lounges are grandfathered in, but no new businesses will be allowed to open

Despite opposition from hookah lounge owners, it appears as if the Oregon Health Authority will be given the authority to create a certification system to regulate such lounges. No new businesses will be allowed to open.

The House voted 35-23 on Thursday today to also change the definition of “smoke shop” in the Oregon Indoor Clean Air Act.

House Bill 2726 also imposes a fine of up to $1,000 per month to business owners who do not provide their employees with a smoke-free area.

Rep. Carolyn Tomei (D-Milwaukie), the bill’s sponsor, said hookah lounges contain toxic and dangerous chemicals that pose a range of health hazards “unhealthy at best to hazardous at worse” for youth and the lounge’s employees.

“What we’re trying to do is create a safe environment,” she said, for youth between the ages of 18 and 24, who, at their impressionable age, are most likely to become addicted to tobacco.

“In a typical evening, the smoker inhales as many carcinogens as smoking 100 cigarettes,” she said on the House floor. “[This bill] will stop the proliferation of new smoking dens [targeting youth].”

The bill closes a loophole in the Clean Indoor Air Act, also known as the Smoke-Free Workplace Law, which allows the sampling of tobacco products at smoke shops and cigar bars for ‘retail decision-making.’

Tomei said the loophole allows hookah lounges to proliferate across the state. Such lounges target youth and can cause them to become addicted to smoking because the tobacco in a hookah pipe is filtered through water and flavored like candy.

Last year, the Oregon Health Authority’s Health Promotion and Chronic Disease Prevention division sent its interns on undercover missions to scope out the scene at hookah lounges, and reported back that they felt extremely pressured to smoke.

Under the legislation, smoke shops offering customers the ability to sample tobacco cannot serve food or beverages or offer the Lottery. Those under age 18 cannot enter, there’s a seating capacity of four, and the smoke shop must be a stand-alone business. Smoke shops can also change owners and move under certain conditions.

Rep. Matt Wingard (R-Wilsonville) spoke against the bill, stating the new regulations “would create many unintended consequences for smoke and cigar shops. This bill has serious flaws.”

The bill was substantially changed from its original version, which would have closed Oregon’s hookah lounges.

Business owners decried the original version of the bill, which was amended to grandfather in existing hookah lounges and prohibit future businesses.

Although Tomei thought the amendments “were much too generous,” she continued to support the bill.

The Customers Happiness of Smoking Hookah

I drove down a sketchy alley on a rainy Sunday night and had images of horror films flashing in my head. Walking into the Luxor Hookah Café, I was greeted by a woman sitting on a sofa with a laptop and hookah in front of her.

Her bubbly personality was contagious and I immediately felt at ease. My mood changed once I walked through the door, and a sense of calm washed over me.

The building was set up like a living room. Flat-screen televisions and Egyptian tapestries hung on the walls, while sofas, chairs and tables were placed throughout the room. Vending machines glowed with tasty treats and a pool table sat, waiting for someone to play. Dim lighting gave the environment a comfortable touch. I took a seat on a floral-patterned sofa with a black coffee table in front of it.

Our server introduced herself as Kelli Conkey, a sophomore Theater major at KU, and gave us a quick rundown of the flavors, prices and a little bit about the place while setting a menu in front of us.

Who knew flavored tobacco could be such a hard choice to make? Vanilla, mango, cherry, apple, watermelon, jasmine and other flavors adorned the page. Conkey also informed us that we could mix tobacco to make flavors like piña colada, Jolly Rancher and strawberry lemonade.

My guest and I chose mango and relaxed in the plush sofa for a comfortable evening. Conkey sat down with us as we inhaled the smooth flavor of mango smoke. She said the Luxor Hookah Café offers a specific kind of Egyptian tobacco with molasses so it mixes better and burns for a rich flavor. She also asserted that hookahs are not as dangerous as cigarettes or cigars because hookahs contain no tar and only .05 percent nicotine.

Conkey said people enjoy the hookah bar because it has a different atmosphere than a typical bar. “You can come and chill and you don’t have to be at a bar scene. This is a place to relax and have fun. And all types of people are welcome,” she said. “We have pool, games, a jukebox, awesome flat-screen televisions that you can watch movies on, or you can hook up your game console if you bring the attachments. We also have free Wi-Fi, so you can come do your homework. We really want to cater to our customers. That’s what it is all about.”

The Luxor Hookah Café will be having a grand opening, the date of which will soon be announced. It will host live bands – any interested bands can contact the Café via Facebook. Local artists can also contact the Café to display their artwork. “It is really a word-of-mouth place.

We want people to come and enjoy themselves. And it is not expensive,” Conkey said.

An hour-and-a-half later, we were still inhaling the sweet, rich flavor of mango. One hookah can last for an hour with two people, but time seems to pass quickly when you exhale your stresses with the smoke.

My friend, who was smoking from a hookah for the first time, said, “I really didn’t know what to expect. It is really calm and relaxing here.”

The Luxor Hookah Café is located on 168 Sanders Alley (behind China King) and opens at 6 p.m. daily. Monday through Wednesday the Café closes at midnight; Thursday through Sunday it closes at 2 a.m.

It will also be open all summer. Customers are required to be at least 18 years old to smoke a hookah and must have proof of identification with them. Customers 21 and older, with identification, can choose to bring their own beer.

I walked back out in the wind and rain, pulled my hood up, and knew I would be back again soon.

Hookah Centres are Offering Discounts

HYDERABAD: For a family in Banjara Hills that has stepped up vigil to nab the thief who has been breaking into the house regularly and stealing cash, it came as a shock to find that the pilferer was none other than their school-going son. They were even more shocked to know that the boy had been spending the money at hookah joints along with his school mates.

Narrating this episode involving a student from a prominent school in Banjara Hills, Hyderabad police commissioner AK Khan said this was just one of the instances of blatant violation of norms by the hookah centres that has prompted them to launch a special drive against such joints in the city. They will run a joint operation with the Greater Hyderabad Municipal Corporation.

“The hookah centres are luring minors by offering discounts if they get more customers,” AK Khan said indicating how the centres are encouraging minors by violating the ban on entry of minors into such centres.

Realising that most hookah centres do not have a mechanism to check the age of the customers, the city police warned that from today all the hookah centres would be under its scanner and stringent action would be initiated if any centre violated the norms. The hookah joints do not use ISI certified products, do not have separate smoking and non-smoking areas and to top it all some joints use liquor to give that extra high to its customers. Due to improper cleaning of the hookah pipes there is also every chance of communicable disease spreading. “A report from the Forensic Laboratory suggests that a sample taken from a hookah contains nicotine,” Khan said.

“That hookah is less harmful than a cigarette is a myth. Smoking hookah for one hour is equal to inhaling 100-200 times the volume of smoke inhaled with a single cigarette (as per WHO advisory ). Further, about 4,000 harmful toxic compounds such as ammonia and mercury and heavy metals such as arsenic, lead and nickel are found to be present in the hookah smoke,” police said.

Hookah has been getting attention in Salem because we have a couple of hookah lounges and because the Oregon Legislature is grappling with what to do about the spread of these lounges across the state.

As a pediatrician, the answer is clear to me: This is not the kind of business we want in our local communities.

The Oregon Public Health Division recently noticed that teenage smoking has gone up for the first time in a decade. Specifically, hookah smoking has increased significantly among eighth- and 11th-graders, doubling among 11th-grade girls. This is especially apparent in areas where there are hookah lounges, such as Marion County.

If you’ve never been in a hookah lounge, you may not realize how appealing they are to young people. They promote through Facebook and host bar-like parties. The hookah lounges are even promoting discounted hookah for those who bring in their high school ID cards.

Patrons smoke tobacco in hundreds of candy and cocktail flavors through water pipes, which makes it seem much less harsh, stinky and gross (to use teen speak). As a result, many young people think smoking hookah is safer than cigarettes.

In media interviews with hookah smokers, young females say there is no nicotine in hookah and that it is not addictive. In truth, hookah tobacco is addictive, contains nicotine and can cause lung cancer, heart disease and other complications, just like cigarettes. Hookah tobacco is tobacco, plain and simple.

As my patients become tweens or teens, I start to see the effects of tobacco use among many of them. I hear it in their lungs and I see it in their mouth, teeth and gums. I talk to them about the havoc tobacco wreaks on their growing bodies. I tell them that even though it just feels like fun, it’s wildly addictive — and in fact most life-long smokers start before they turn 18.

But they’re young, invincible and impressionable. If they see a cool new thing, something all their friends are doing, something that smells like strawberries and not stinky cigarettes, many won’t think twice about giving it a go. And just like that, we create a new generation of smokers.

The solution, I think, is to keep doing what we’ve been doing: Make it harder for youth to buy tobacco, reduce advertising and promotions, use smoke-free laws to show that smoking isn’t “something everyone does.” But hookah lounges go in the opposite direction. They make tobacco accessible, glamorous and tasty, and they make it look like “something everyone does.”

Hookah lounges are opening under an exemption in Oregon’s Smokefree Workplace Law that was intended to let tobacco retailers sample small amounts of tobacco. It was never intended to create smoking lounges.

The Legislature has an opportunity to fix the law and stop the spread of hookah lounges now before they start to pop up in every local community. As a pediatrician and a community member, I can’t think of a better move.

What is Your Attitude to the Antismoking Hookah Movement

I am not normally against the antismoking movement. As a nonsmoker who chooses not to care if other people smoke, my attitude toward both the anti-smoking and pro-smoking movements has been listless at best. I tend to keep an eye out, however, when I think my freedoms are being infringed upon.

One such infringement: Hookah lounges in Oregon are facing the possibility of losing their primary business function. The recent growth of hookah popularity has health officials up in arms about this newest craze among young adults, and a new bill before the Oregon House seeks to end it.

House Bill 2726, a bill to tighten the loophole within the smoke shop exemption of the 2009 Smokefree Workplace Law, had its first public hearing Feb. 25 in Salem. If passed, it would require smoke shops to have a maximum seating capacity of four and would allow in-store smoking “only for the purpose of sampling tobacco products for making retail purchase decisions.” This bill would effectively outlaw hookah lounges.

Such a bill would, according to Oregon health officials, help to stop the rise in hookah smoking among young adults.

For hookah lounge owners such as Shady Yasin, this bill is a business-killer. Yasin owns the largest hookah lounge in the Northwest, Narah Hookah in Gresham. He opened a Eugene branch last September, and is awaiting the outcome of HB 2726.

When creating his business, Yasin did not have poisoning Oregon’s youth in mind.

“It’s a positive, safe environment,” Yasin said. “It has the right energy and no negative people. It beats going to a movie.”

Yasin wanted to make a fun hangout for age-appropriate students to study, talk and, primarily, smoke hookah.

The recent growing concerns over retail hookah smoking, and the current legislation attempting to rectify it, is a prime example of only-slightly disguised ageism. At the age of 18, American adults are allowed the freedom to smoke. HB 2726 is an attempt to infringe on that freedom because more and more young adults are exercising it.

While not a smoker myself, I am aware that I have the freedom to do so, and I appreciate the law recognizing that I am responsible enough to make that decision for myself. This bill is masquerading as an extension of another law meant to protect Oregon’s employees, but was proposed with the idea of limiting the choices young adults are able to make. The fact that more young adults smoke hookah should not constitute the means to ban hookah lounges altogether, as no laws are being broken.

The viewpoint driving this bill is that hookah smokers in Oregon, a group of primarily 18- to 25-year-olds, should not be free to smoke in lounges meant for them.

A primary source for the advocacy of HB 2726 is a study conducted by the Oregon Tobacco Prevention and Education Program in November 2010. It shows that not only has the number of hookah lounges in Oregon increased exponentially over the last several years, but so have the number of young adults smoking hookah. The study concluded that hookah lounges “create both supply and demand for hookah smoking by glamorizing and normalizing the product.”

“Glamorizing and normalizing” is not against the law if the product is legal — it’s advertising. The concept that young adults are responsible enough to smoke but not responsible enough to resist advertising highlights the double standard placed on us. Reasons behind the bill are not only that more and more college-age students are smoking hookah, but also that hookah lounges are “luring” them in with suggestive flavors like “Epic Smoke” and “Sex on the Beach.” But the hookah industry, for the most part, does not have evil intentions. It does not want to poison Oregon’s legal-aged youth. It wants to turn a profit by providing a popular and legal service. It is a business that should not receive discrimination simply because of the age group to which it caters.

I Know Smoking Hookahs is Bad but Love it anyway

ABU DHABI: Even during extreme hot weather in the country, business at shisha outlets in the capital never runs dry.

Haris Abdul Kader from the Brazilian Trading Establishment, Abu Dhabi, said that the shisha or hookah is very much “in vogue” in the UAE and is a popular cultural practice. “Because of its social aspects, hookah or shisha will continue to gain loyal smokers because it is also traditional.”

Yet Dr Eric J. Dierks, clinical professor of oral and maxillofacial surgery at Oregon Health and Science University, USA, pointed out, “there is a myth that smoking through a shisha pipe is safer than smoking cigarettes but this is almost certainly not the case. Several recent studies have indicated that shisha smokers actually inhale more of the cooled smoke than would a cigarette smoker, thereby increasing their exposure to carcinogens within the smoke.”

“The main causes of oral cancer have classically been related to smoking tobacco products and the Middle East has a higher rate of tobacco consumption than many other countries and this includes the use of shisha or hookah,” added the specialist, who will be speaking at the upcoming second oral and maxillofacial surgery congress to be held at the Westin Dubai Mina Seyahi Hotel from May 1 to 5.

“Despite this, in terms of death rate from oral cancer, the Middle East is nowhere near the top. Iraq has the highest death rate from oral cancer but is only 31st in world ranking. This is followed by Yemen at 35th, Saudi Arabia at 59th and Iran at 131st. The UAE is 134th, Oman 138th, Lebanon 147th, Kuwait 187th, Qatar 190th and Syria 191st,” he noted.

Speaking to residents in the capital, it is evident that shisha smoking has increasingly become a part of the lives of teenagers. Abdul Kader noted that in the past few years, it has also become increasingly popular with Europeans and tourists and among this group grape flavour is highly preferred. “And among the Arabic clients, ‘mint’ is the popular choice,’ he added.

In Abu Dhabi other flavours that are popular include apple, mint, strawberry, rose, cherry, sweet melon and super cool grape.

One Arab teenager, Rahman 18, said “I know it’s bad, but I just love to hang out with friends and smoke my favourite mint flavour. I prefer smoking shisha because of it’s different flavours, the way it tastes and (the fact that it) smells better than cigarettes.”

Meanwhile an Indian expatriate, 21, said, “I smoke shisha for its taste. It’s relaxing and pleasant, takes away my distress from being away from home. My Arab friends introduced me to it.”

An European teenager, Josh, said that in his homeland in Finland, he will not be able to enjoy shisha. So while during his stay in Abu Dhabi for the next year or two, he hopes to enjoy the flavoured smoking. His favourite is the super cool grape.

Yet health experts warn that an hour-long session with a hookah can actually expose a user to the equivalent of 100 or more cigarettes.

According to Dr Pentti Grohn, professor in Oncology and Radiotherapy, Al Noor Hospital, Abu Dhabi, around one to two patients suffering from lung cancer caused by smoking visit his clinic daily.

He warned that half an hour of shisha is equal to inhaling 200 cigarettes. Dr Grohn pointed out that every cigarette shortens one’s life by seven minutes, reducing life expectancy by 7-10 years when compared to a non-smoker.

Meanwhile, Dr Dierks observed, “The early diagnosis of oral cancer is extremely important because not only is the prognosis significantly better for early stage cancer, but the treatment involved is often less extensive.”

Oral cancer is the sixth most common cancer reported globally with an annual incidence of over 300,000 cases. Roughly two thirds of these arise in developing countries.

The death rate of oral cancer is notably lower in the Middle East than in India or the U.S. In the Middle East, two deaths per 100,000 are caused by oral cancer whereas 10 per 100,000 occur in the U.S. and 20 per 100,000 in India.

Regardless of nationality, roughly half of long-term smokers die from the effects of tobacco smoking, be it from oral cancer, lung cancer or cardiovascular disease.

Growing Trend of Smoking Tobacco Through a Hookah

Keeping with the growing trend of smoking tobacco through a hookah, Montclair is now home to a new shop that offers a large, varied and colorful selection of traditional Middle Eastern water pipes.

Opened just a few weeks, the window display of AI Bazar (580 Bloomfield Avenue) is eye-catching, whether you’re a smoker or not. Owner Hasan Karriti, who came to the United States 30 years ago from Palestine, considers the establishment a grocery/convenience store, but clearly the hookah collection is the primary attraction.

Ranging in price from $15 – $200, depending on the size, shape and design of the piece, Karriti says that while some customers buy the hookahs for decorations, it’s mostly about the smoking. Al Bazar offers a selection of tobaccos, which Karriti says is often mixed with fruit, molasses and herbs to add flavor.

“The Middle East is in the news every day,” he said, as a way of explaining the attraction to the ancient social smoking tradition amongst American college students and young working professionals. “Young people like to try new things.”

Hookah Heaven in Montclair

The single or multi-stemmed pipes have become the focus of parties or small get-togethers at colleges and in hookah bars across the country over the past 4 or 5 years. Even in the wake of no-smoking laws, Hookah bars have sprung up to offer a social smoking experience, as has been done for millenia in the Middle East and Asia. The now defunct Diva Lounge was an early hookah establishment in Baristaville, and according to their website, the Montclair restaurant Mediterranea currently boasts a lounge for those over 19 years old to smoke the “hubbly bubbly.” In February, NJ.com reported about the growing number of hookah bars in Central Jersey, particularly around New Brunswick.

While proponents say that hookah tobacco is safer than commercial cigarettes, due to lower tar and nicotine levels and the water filtration, there’s no shortage of scientific study saying otherwise. The consensus among medical professionals continues to be that no method of smoking tobacco is safe, and that in the end, smoking Hookah is as dangerous as smoking cigarettes.

“I used to smoke when I was young, but now I don’t,” said Karriti.

The City’s First Hookah Bar – Winchester Would Face Strict Rules

But “buyer beware” as to its impact on health, according to one official.

The Winchester Planning Commission on Tuesday continued its discussion on a request from Ali Tajalli and Emad Khezam for a conditional-use permit needed to operate a hookah bar at 932 Berryville Ave. The commission plans to hold a public hearing on the request at its regular meeting this coming Tuesday.

Officials also sought the legal opinion of City Attorney Anthony Williams as to the matter of “public health, safety and welfare” — an issue that came up in debate at a previous commission meeting. Zoning Administrator Vincent Diem cited the attorney’s opinion dated April 5: “Insofar as ‘public health, safety and welfare’ are undefined terms under the Code of Virginia and the City Code of Ordinances (including the Zoning Ordinance) in the context of Conditional Use Permits, the term is to be given its plain meaning and applied in relation to the public at large.”

“So the question of does it apply to people who walk into the establishment, does it apply to the people outside in the parking lot … public health, safety and welfare refers to the public at large,” Diem said. “I would tend to think along the same lines as the opinion rendered by the city attorney, it’s sort of buyer beware, or, when you walk in, you assume certain risks and liabilities associated with inhalation or consumption or ingestion of tobacco and tobacco-based products.”

Commissioners reiterated some of the same concerns about safety and health issues surrounding tobacco use that came up when the applicants asked the city to amend its code and allow hookah bars as a by-permit use.

The bar would have 20 hookahs for use with products purchased only inside the business, according to Tajalli. Patrons would not be allowed to bring their own tobacco or other substances to smoke inside. Tajalli said he expects to offer 50 to 70 hookahs for sale.

Tajalli told commission members the operators would post signs in the hookah bar alerting patrons to the dangers of using tobacco. An employee would check for proof of age for customers seeking to buy or smoke tobacco in the business, Tajalli said.

The permit as proposed by planning department staff would impose nine conditions on the hookah bar, including one restricting the business from allowing anyone under the age of 18 in the establishment as a patron or employee. The permit would limit the bar’s hours of operation from 10 a.m. to midnight.

Commission Chairman Nate Adams III asked Tajalli questions about the products and whether the hookahs are cleaned. Adams also asked if the proprietors would target patrons of a certain age.

“I give you a good example: My mother is 85 years old. She still smoking it, so she was young I saw her smoking it and she’s now smoking it,” Tajalli said. “It’s something where there is no age — well, of course you gotta be 18 and over.”

Adams asked the applicants if any interested commission members could see the inside of the proposed hookah bar to gain a better understanding of the planned layout.

Members had questions about the layout, where patrons would eat prepackaged food available in the business and the sections specifically for Smoking Hookahs. Tajalli and Khezam said they would show the inside of the establishment to anyone interested.

1.The bowl ( Hookah Bowl)
Also known as the head of the hookah, the bowl is a container, usually made out of clay or marble, that holds the tobacco during the smoking session.
2.Hose ( Hookah Hose)
The hose is a slender tube that allows the smoke to be drawn.
3.Body 4.Gasket 5.Valve ( Hookah Valve)
The body of the hookah is a hollow tube with a gasket at its bottom. The gasket itself has at least one more opening for the hose. The gasket itself seals the connection of the body of the hookah with the water jar. The gasket may have one more opening with a valve in it for clearing the smoke from the water jar not via the hose.
6.Water jar
Placed at the bottom of the hookah, the water jar is a container which the smoke from the tobacco passes through before it reaches the hose. By passing through water, the smoke gains moisture. This makes inhaling the smoke of the hookah easier than a cigarette’s. Also the water jar allegedly functions as a filter for the smoke. The level of the water has to be higher than the lowest point of the body’s tube in order for the smoke to pass through it. Liquids other than water may be added, such as a strong mixture of alcohol and/or fruit juice.
7.The plate
The plate is usually just below the bowl and is used for “dead” coals from previous smoking sessions. It is not vital for the operation of the hookah.
